Third Committee Statement at the Interactive Dialogue with the Independent Expert on Sexual Orientation and Gender Identity

Statement delivered by by Ms. Ruby Saulwick, Adviser, Permanent Mission of Australia to the United Nations

16 October 2026

Thank you Chair.

Australia thanks the Independent Expert for his report.

Australia is gravely concerned by the extent of humanitarian need globally and is dismayed that humanitarian assistance fell by over 20 percent in 2025, despite the growing need.

Australia is committed to not leaving anyone behind, including LGBTQIA+ persons who are more likely to experience violence and exploitation in times of crisis. We know that disasters affect groups that may be vulnerable to a much greater degree, so protection of those communities must inform how we respond.

The human rights of LGBTQIA+ persons in humanitarian settings must be protected.

We reiterate the simple truth that human rights apply to everyone equally, no matter who they are or who they love.

Inclusive approaches that consider the particular needs of LGBTQIA+ persons, as well as other groups that may be vulnerable, benefit everyone. This is the case in humanitarian contexts and beyond.

We ask, how can we uplift movement-led, local organisations in delivering life-saving services safely?
