INTRODUCTION TO THE UNITED NATIONS GENERAL ASSEMBLY OF DRAFT RESOLUTION A/80/L.7 ON THE REPORT OF THE INTERNATIONAL ATOMIC ENERGY AGENCY
Statement by H.E Mr. James Larsen, Ambassador and Permanent Representative of Australia to the United Nations
29 October 2025
Thank you President
In Australia’s capacity as Chair of the Board of Governors of the International Atomic Energy Agency (IAEA), I have the honour to present to the General Assembly the draft resolution A/80/L.7, entitled “Report of the International Atomic Energy Agency”.
The draft resolution before the Assembly today is submitted in accordance with the provisions of the IAEA Statute and the 1957 Agreement governing the relationship between the United Nations and the Agency.
It serves as the formal instrument through which the General Assembly acknowledges and considers the Agency’s contributions to international peace, security, and development. This year’s text builds upon Resolution A/79/L.7 adopted last year and incorporates updates reflecting the resolutions and decisions adopted by the IAEA General Conference at its 69th regular session.
We would like to mention that:
- one Member State noted it had the same reservation related to the 2024 Annual Report it expressed and circulated for the 2022 Annual Report;
- some IAEA Member States noted that four of the resolutions (referenced in footnote 2) were adopted by a vote;
- the President of the 69th regular session of the General Conference stated that the provisions of the resolutions of GC(68)/RES/10, GC(68)/RES/11 and GC(68)/RES/12 remain valid and that the Director General will report, as appropriate, on the implementation of those resolutions to the 70th regular session of the General Conference; and
- one Member State noted the progress made in the implementation of resolution GC(67)/RES/15, with a reduction in the number of Member States not able to participate in a geographical-area group.
In closing, the draft resolution reflects the steadfast commitment of United Nations Member States to the International Atomic Energy Agency and the important responsibilities it undertakes in support of international peace and security.
The text before the General Assembly has benefited from inclusive and constructive consultations held in Vienna, culminating in its unanimous endorsement for submission.
We wish to convey our sincere gratitude to all co-sponsors for their valuable contributions and continued support. I would also like to invite all other Member States that are yet to co-sponsor the resolution to consider doing so before its adoption.
It is our hope that the General Assembly will adopt draft resolution A/80/L.7 without a vote, thereby reaffirming the broad consensus on the indispensable role of the Agency and the significance of its work across its diverse mandate.
Thank you.
