UN SECURITY COUNCIL ARRIA FORMULA MEETING: CONDEMNING HOSTAGE-TAKING IN ISRAEL ON OCTOBER 7 AS A PSYCHOLOGICAL TOOL OF TERRORISM

Thank you, Ambassador, and thank you particularly to the United States, and a special thanks and note of appreciation to our briefers today on this extremely difficult issue.

As you said, Ambassador, I am speaking on behalf of CANZ – Canada, Australia and New Zealand.

CANZ countries unequivocally condemn Hamas’ terror attacks on Israel on October 7.

Hamas’ hostage-taking is an abhorrent violation of international law.

We call on Hamas immediately and unconditionally to release all remaining hostages.

We express our deep condolences to all families and communities affected by the violence, and extend our sympathies to those waiting on the safe return of loved ones.

The UN Security Council, Member States and the international community play a critical role in addressing hostage-taking as a tool of terrorism.

We urge UN Member States to condemn Hamas’ actions on 7 October, and to uphold the principles outlined in the UN International Convention Against Taking of Hostages.

CANZ countries are horrified at the report of UN Special Representative on Sexual Violence in Conflict

that found clear and convincing evidence that hostages taken on 7 October were subjected to sexual violence.

We are gravely concerned about the physical and psychological condition of the remaining hostages in Gaza.

We urge all parties to comply with international law and ensure that the International Committee of the Red Cross can access the hostages, obtain information about their welfare and provide them with essential support.

As Member States, we all have a responsibility to uphold international law that protects hostages.

CANZ countries continue to call for the immediate release of remaining hostages, which is a critical step towards a permanent and sustainable ceasefire.
