Agenda Item 29 – Assistance in Mine Action
Statement by Senator the Hon. Rod Kemp, Parliamentory Advisor to the Australian delegation to the United Nations

Thank you, Mr Chairman.
Mine action is an important part of Australia’s overseas aid program. Australia is a leading contributor to international de-mining efforts, survivor assistance, mine risk education and integrated mine action programs that assist survivors to rebuild their livelihoods.
In July 2005, Australia renewed its mine action efforts by committing $75 million for mine action over the next five years, following $100 million over the previous decade. The majority of Australia’s assistance is provided to mine-affected countries in our region, including Cambodia, Laos, Vietnam and Sri Lanka. We are also helping build peace and security through clearance of landmines and explosive remnants of war (ERW) in Afghanistan, Iraq and Lebanon.
Mr Chairman,
Australia is increasingly focusing on integrated mine action, which places de-mining within the broader development context, integrating mine action with community development activities for disadvantaged mine-affected communities. An integrated approach aims to reduce the direct and indirect impacts of landmines and ERW while simultaneously contributing to sustainable economic and social development. In Cambodia and Laos, we are partnering with Australian NGOs in integrated programs combining mine action with broader development assistance. Activities include livelihood assistance, land mapping and titling, community infrastructure, and water and sanitation facilities.
As further recognition of the importance of mine action to Australia, Australia has established the position of Special Representative on Mine Action, who plays an important role in ensuring the achievement of Australia’s commitment to mine action, and encouraging effective global coordination of international donor resources on mine action. Australia is currently President of the Meeting of States Parties to the Mine Ban Convention, and is using this role to advance work on international mine action and universalisation of the Convention.
